Note the comment in the box: "Pen C - Transfer to Pen D after inspected". This is further evidence that CFIA inspectors are not present to observe and record the unloading of horses imported from the US as required by the US Equine Transportation to Slaughter Act. Had a CFIA inspector been present for the unloading the comment would not have had to be made as the horses only need to be inspected once.
