Note the number of horses on this trailer - 38. The only way 38 horses can be transported in one load is if the second deck is used. Use of double decker trailers to transport slaughter bound horses is illegal according to the US Equine Transportation to Slaughter Act. A fine of $5,000 is to be levied per horse transported in such a way. With 38 horses on-board the fine would total $190,000 per truck.
