This is about dogs/cats suffering in horrendous conditions in puppy mills across the country.

This is a two part approach ... Part One is for BC residents, Part Two is for the rest of Canada. Please read carefully.

I'm pleading with all of you to contact Norm Letnick (BC Liberal Party) Agriculture by sending him an e-mail (Letnick.mla@leg.bc.ca) asking that BC legislators adopt Bill M214 introduced by jane.thornthwaite.mla@leg.bc.ca (please also send her an e-mail thanking her for introducing it).

When we succeed in having the BC Provincial Leglislation approve the following then we would like to have all the other Provinces and Territories do the same. Victory here would give all of us animal lovers a fighting chance in having meaningful changes made in the animal act.

1.3 A letter to Kelowna City Hall

The facts of the matter is you have right here in Kelowna a puppy mill that has been exposed to the public on CHBC.

The pictures taken at this property are blatantly clear, it's a puppy mill, and the conditions that these dogs are living in are inhumane to say the least.

I'd also like to point this out, a picture or video at the scene of an awful car crash is nothing like being at the scene, these dogs and the whole surroundings (smell, filth etc) is not fully realized unless you've been there.

It seems that the agencies [spca, by law officers, cord] are the only groups that consider this within the scope of normal behaviour for mankind to unleash on animals.

For the perpetrators of these kind of horrible acts it's only a dollar in their pocket ... blood money, they do not even have to pay tax dollars from their Frankenstein illegal business, the fact that as far back as Jan 2012 we were told by city hall and the by-law office that this Jim Simkin does not have a kennel license [ besides he does not kennel, these are all of his dogs, who in their right mind would leave a loving pet in that hell hole] and he's left to just motor on, in the meantime Canadians are pouring MILLIONS OF DOLLARS into animal charities in order to try and reduce the suffering, abuse, neglect , OVERPOPULATION, caused by ignorant, self centered, apathetic people in our communities.

Revenue Canada Agency web site for charity tax returns list 804 registered animal charities.

I've perused them and printed out only 19 of them, the total assets, lines 4100 to 4170 for the 19 charities totalled $98.5 MILLION, once again I remind you, that's only 19 of 804 registered charities!!

Now if municipalities throughout Canada made a serious effort to stop these [illegal puppy mills, back yard breeders, pets for sale in newspaper ads and sold in stores, cross border internet sales] to name a few, just think how many MILLIONS OF DOLLARS that these good Canadian tax payers who support these charities then could direct towards the needs of Hospitals, health care as a whole, sick children's hospital, food banks, housing and the endless other needs in our communities if this horrendous practice was stopped. We will always have a need for rescue groups to take care of animals that can no longer be cared for by their guardians and many other factors that cannot be helped, this still would reduce the exorbitant costs of Millions upon Millions of Dollars now needed by rescue groups.

Wouldn't that be a bonus for communities and City Hall!

To let this cruel mankind abuse, neglect, blood money, illegal business and waste of money continue, tantamount to supporting Al Capone in his day versus people caring for people.

I can say with enormous pride that three of my brothers served in the Korean war, wasn't that to stop the spread of Communism?

It seems to me that the majority of us Canadians are in a similar situation today, a war if you like, but we are fighting our own governments who support this kind of behaviour, puppy mills are like an invasion of communism, we want it stopped.

We are not infringing on anyone's rights, they, the perpetrators are walking all over rights that animals should have and that goes way beyond puppy mills.

Slavery was eventually abolished, we are in the 21st century, do you not think its time that like slavery animals should be freed from the bondage of man.

Do the right thing and benefit by it by re-directing millions of dollars to where that money is really needed throughout this country.

Part 2: Canada's outdated federal animal cruelty law

Did you know that the animal cruelty law was originally enacted in 1892?

Did you know that a new bill to change this antiquated legislation, the first substantive change to animal cruelty laws in 113 years, was passed by all parties in the House of Commons twice in 2003, but the Senate stood in its way?

Did you know that the outdated wording of the current law prevents the prosecution of many serious animal abusers?

Did you know that it's not an offence to train dogs for fighting?

Did you know that Canada's animal cruelty law pales in comparison with many developed countries in Europe, Australia and New Zealand?

2.1 Care about Animal Welfare

Take action.

Write to the Justice Minister to ask him to make animal cruelty amendments part of the government's "Tough on Crime" platform. Ask him why his government refuses to recognize the link between animal abuse and violence against humans. Tell him we need better animal cruelty legislation to protect animals as well as people. Please copy your letter to your own Member of Parliament, the opposition party Justice Critics and the Prime Minister

Spread the word.

Tell your friends and family about our archaic and weak federal animal cruelty law and why so many animal abusers are not punished.

2.2 Sample Letter to the Justice Minister

Dear Minister,

As you know, Canada has one of the oldest animal cruelty laws in the developed world. It was first enacted in 1892 and remains virtually unchanged since then. Bill S-203 was passed in 2008 to amend the law but it only increased the penalties, leaving intact all the loopholes in the way offences are defined. These loopholes continue to prevent the prosecution of many serious animal abusers. Canada needs a law for the 21st century, not the 19th century.

Animal cruelty is a grave form of violence that must be addressed. It is also a form of violence that is recognized in reams of authoritative, academic research as a precursor to violence against humans. Why is the Canadian government unable or unwilling to grasp this? We need a law that takes heinous crimes against animals seriously.

A bill that would make the necessary changes to Canada's animal cruelty law has been batted around by Parliament for the past decade and at one time had the support of all parties in the House of Commons as well as animal protection groups, animal use industries and veterinarians. Unfortunately, it has been the victim of misinformation. As a Canadian who cares about animals, I'm asking you amendments that will properly protect all animals from cruelty and to learn the facts about our animal cruelty law and bring forward abuse, while safeguarding important heritage activities including farming, hunting and fishing.

I ask you to think of all the animals that have been starved to death, burned in microwaves, beaten, bound and dragged behind cars. They need a law that will protect them from such heinous acts of cruelty. Please, don't sweep this under the rug any more. Bill S-203 was not the answer. There is no point increasing penalties when so many serious abusers can't even be prosecuted, let alone convicted. Parliament must stop playing politics with puppies!

Legislation is only effective if it can be enforced. We hope that the adoption of any new regulations would be accompanied by government funding for enforcement, as these resources are critical if the legislation is to have any impact.
